建物の住居表示は日本と欧米で異なります。番地のつけ方に注目すると一つ興味深い点に気づきます。日本では丸の内、大手などブロックに名前をつけますが、欧米ではベ−カーストリート、アイビーロードなど、まず道に名前をつける点です。ここに人々のパブリックの意識の違いが読み取れますね。
都市をブロックと道に大きく分けて考えてみると、ブロックは個人所有のプライベートな部分、道はパブリックな部分ということになります。そして番地をつける時、まずプライベートな部分から始める日本の感覚はパブリックの意識が薄いことを示しているように思います。住居表示のわかりにくさはここに原因があるのではないでしょうか。
欧米は都市の中でパブリックという意識が人々に共有されています。どんなに小さなまちでも広場と教会があるのはその表れですね。道はそれ以上にパブリックなものです。日本人はそもそも「道」とは何たるかを明治になっても知らなかったという話さえあります。実際に道を意識的につくったのは信長くらいだったといいます。

There is a difference between the way how to indicate a house address in Japan and that in Western area. In Japan a block of town is focused and is given its name. Then it's divided into private section where every house or building gets her own number. In Western area a street is focused and all streets including tiny path have their names. So a house address gets to make by adding number to the street name. The issue whether block or street let me know the distinction about the awareness to public vs private. Japanese block of town is usually consisted from private land so block tend to have an attribution of someone's property. On the other hand Western way giving name to the street must be an evidence for citizen's high consciousness toward public matter.
